On July 31, the Ministry for Business Environment, Commerce and Entrepreneurship organized the Working Group meeting on Updating the Legislation on Trade Activities in Romania, the first session under the leadership of Minister Ştefan-Radu Oprea.
Representatives of the public institutions with attributions in the field, specialists from the Ministry of Regional Development and Public Administration, Ministry of Economy, Competition Council and the National Agency for Business Tax Administration, representatives of main employers’ associations (PROAGRO, ROMALIMENTA, AmCham, RUCODEM, ACDBR, Berarii Românie, CCIFER) and of the business environment (Carrefour Romania, Cora, eMAG, Decathlon Romania, DLA Piper) attended the meeting.
The Ministry ensures the dialogue with the business environment via such meetings. The participants started from the premise that the development of commerce, especially e-commerce, has increased to a great extent and that it is necessary for the current legislation to be correlated with its driving forward and globalization, so as to eliminate anomalies, excessive bureaucracy and legislative ambiguities, which hinders traders’ activity, while maintaining a high level of protection and information for the end consumer.
The discussions focused on the existence of several provisions of national legal acts that contain a double definition of terms, or incomplete definition, contradictory regulations or no longer correspond to the current trade activity. At present, there are no clear rules adapted to the realities existing on the Romanian market and to the Community provisions, such as provisions adapted to e-commerce, provisions regarding outlet sales, promotions, soldering or liquidation of products, permanent storage of information also in the case of marketplace platforms.
“The main objective of this working group is based on the need to modernize the general business framework by ensuring regulations tailored to the needs of economic operators. We want to find viable solutions to eliminate traders’ problems”, Ştefan-Radu Oprea said.
The group will meet periodically, involving representatives and other authorities, and each identified issue is going to be addressed distinctively. The next meeting will take place on August 21, 2018, at the Ministry for Business Environment, Commerce and Entrepreneurship headquarters.
