Activity description

 

Mission
The Foreign Investments Directorate is responsible for the development of large investment projects, as it is the point of contact for foreign investors. The main object of activity is to attract foreign investments in Romania.
Our tasks are to increase the volume of FDI by promoting Romania’s international business offer and assisting international companies in implementing investment projects, ensuring Romania’s position as the main destination for foreign investment in the region.
At the same time, the Foreign Investments Directorate is responsible for assessing the requests for granting the technical expertise on the foreign investors’ business plan in order to obtain a long-stay visa in Romania for the purpose of carrying out commercial activities.

Objectives
Our main objective is to attract and facilitate foreign direct investment in Romania by providing professional support and advice to foreign investors in Romania.
Whether it’s about opening a new office or a new production unit, our specialized consultancy and support services are offered free of charge to organizations wishing to come to Romania.
The support we offer to foreign companies is intended to bring to Romania not only an influx of foreign capital, but also know-how and technology, as well as a significant increase in the number of investment projects.
Another objective is to support more balanced economic development in certain areas of the country, in order to reduce the gaps between regions.
We also support the development of new production capacities in value-added sectors, thus ensuring the creation of new jobs.
The Foreign Investments Directorate aims to actively participate in events which promote Romania as a business attraction internationally, to continue the development of projects that increase visibility and stimulate investments, to facilitate the links between the main actors (foreign and Romanian private companies, local and central public authorities, media, blue angels, and other potential investors).

Further to all the requests for the necessary information about the technical permit for the business plan of foreign investors, in order to obtain a long-stay visa in Romania for carrying out commercial activities, we hereby inform you that the content of the application dossier is published in the Official Journal of Romania Part.I, no. 727/23.08.2018, approved by Ministerial Order no.1033/2018 and Order no.1032/2018.

Receiving / Issuing the documentation at the Ministry for Business Environment, Commerce and Entrepreneurship’s premises, 152 Calea Victoriei, District 1, is as follows:

Documentation receipt: Monday, Tuesday, Wednesday: 10:00 – 14:00

Permit issuing: Thursday: 10:00 – 14:00

NPC Guidelines for Multinational Enterprises

The National Contact Point (NCP) OECD for the implementation of the recommendations made by the Organization for Economic Cooperation and Development (OECD) in the Guidelines for Multinational Enterprises was established by Government Decision no. 420 of May 12, 2005.

The attributions of the National Contact Point, presented in the Guidelines for Multinational Enterprises of the Organization for Economic Cooperation and Development (OECD), are:

  • Promoting the OECD Guidelines for Multinational Enterprises
  • Analyzing the questions about the guidelines contained in the OECD Guidelines for Multinational Enterprises and helping to solve problems that may arise in this regard
  • Disseminating the information on the experience of the countries signatories of the Declaration on its application
  • Preparing an annual report for the OECD Investment Committee

The National Contact Point provides a discussion forum and supports the business community, the employer’s organizations and other interested parties in reviewing the subject matter in an effective and timely manner and in accordance with the legislation in force.

The OECD Guidelines for Multinational Enterprises contains a series of recommendations for national governments of multinational enterprises, voluntary principles and standards for responsible business conduct in a global level, in accordance with existing legislation.

The guidelines’ aim is that the operation of multinational enterprises to be linked to government policies, to strengthen mutual trust between enterprises and the society in which it operates, to help improve the investment climate and to enhance the contribution to the sustainable development process made by multinational enterprises.

The OECD Guidelines for Multinational Enterprises cover fields such as:

  • Employment and Industrial Relations
  • Environmental Protection
  • Human Rights
  • Fighting bribery
  • Consumers’ Protection
  • Competition
  • Taxing
  • Science and technology
  • Providing information at the corporate level
